A source familiar with these talks indicated a reduction of disputed points from around ten to merely “2-3 questions.” Notably, discussions about stablecoin reward mechanisms are reportedly “in good shape.”

Focus on Stablecoin Yield Mechanisms

The crypto market is particularly attentive to how stablecoin yields will be addressed. The banking sector opposes allowing issuers to offer returns similar to deposit rates without facing equivalent regulatory requirements. However, recent compromise proposals might win backing from both cryptocurrency companies and traditional financial entities.

Political Risks Still Loom Large

Despite these positive signals, the path to adopting the legislation remains complex. The final text of the bill has not yet been released publicly, nor has an official vote been scheduled. Political risks continue to be high, especially with the upcoming U.S. Congressional elections in 2026 posing potential challenges.
Given these uncertainties, experts like those at TD Cowen previously estimated low odds for passing the CLARITY Act before Congress’s August recess—only one in three chances—while former White House Communications Director Anthony Scaramucci even declared it practically “dead” due to insufficient Senate support.
