U.S. CLARITY Act Nearing Breakthrough, Says JPMorgan

Recent insights from JPMorgan Chase suggest that discussions surrounding the U.S. CLARITY Act are advancing towards a pivotal phase. The bank reports that the list of contentious issues has been narrowed significantly, which could pave the way for establishing a comprehensive regulatory framework for the cryptocurrency market.

Progress in Negotiations

According to JPMorgan Chase’s report, negotiations between lawmakers and regulators have made substantial headway. A source familiar with these talks indicated a reduction of disputed points from around ten to merely “2-3 questions.” Notably, discussions about stablecoin reward mechanisms are reportedly “in good shape.”

Focus on Stablecoin Yield Mechanisms

The crypto market is particularly attentive to how stablecoin yields will be addressed. The banking sector opposes allowing issuers to offer returns similar to deposit rates without facing equivalent regulatory requirements. However, recent compromise proposals might win backing from both cryptocurrency companies and traditional financial entities.

Political Risks Still Loom Large

Despite these positive signals, the path to adopting the legislation remains complex. The final text of the bill has not yet been released publicly, nor has an official vote been scheduled. Political risks continue to be high, especially with the upcoming U.S. Congressional elections in 2026 posing potential challenges.
Given these uncertainties, experts like those at TD Cowen previously estimated low odds for passing the CLARITY Act before Congress’s August recess—only one in three chances—while former White House Communications Director Anthony Scaramucci even declared it practically “dead” due to insufficient Senate support.

A Call for Swift Approval

U.S. Treasury Secretary Scott Bessent emphasized the urgency of approving this legislation promptly, warning that without it, the United States risks losing its position as a global benchmark for digital asset regulation.
In conclusion, while notable strides have been made toward resolving key disputes within the CLARITY Act negotiations, political dynamics and legislative hurdles may still influence its journey towards becoming law. Nonetheless, successful adoption could significantly impact both domestic and international cryptocurrency markets by providing much-needed regulatory clarity.
