In a strategic move against Iran’s innovative use of cryptocurrency, the United States Treasury Department has announced sanctions on two Iranian companies accused of circumventing sanctions through crypto-based maritime insurance. The primary targets include the Persian Gulf Marine Insurance Company (PGMIC) and Hormuz Safe Marine Services Authority. These entities allegedly developed a scheme utilizing digital maritime insurance paid for with cryptocurrencies such as Bitcoin.

The Rise of Hormuz Safe Platform

In May 2026, Iran officially launched its Hormuz Safe platform, which enabled the purchase of compulsory maritime insurance with payments in Bitcoin and other digital assets. This initiative was part of a broader effort by Iran to generate revenue amidst severe economic challenges, including triple-digit inflation rates. The platform was projected to yield up to $10 billion in income annually.

OFAC’s Concerns and Actions

The Office of Foreign Assets Control (OFAC) expressed concerns that this model allowed the Iranian regime to secure additional revenue streams while effectively evading Western-imposed sanctions. OFAC’s actions extended beyond these companies to include eight shipping firms and tankers identified as part of Iran’s so-called “shadow fleet.” These vessels reportedly transported Iranian oil despite international restrictions.

Targeted Companies and Vessels

Sanctioned organizations include Qi Hang Ship Management Limited, Marinova Freight Limited, Vast Mighty Limited, Ocean Tranquility Limited, Branch Saying International Trading Co Ltd, Confident Apex Limited, Billion Nexus Int’l Co Limited, and Nevada Spirit Company Limited. Corresponding vessels like WELL SAIL, NATSUMI, CRYSTAL, NIRETA, YEHOPE, LILY, AL SALMI, and BREEZE V were blocked due to their role in transporting millions of barrels of Iranian oil predominantly to China and UAE.

Implications for Global Trade

The U.S. Treasury emphasized that it would not permit Tehran to jeopardize global trade or misuse international shipping systems for financing terrorism or aggressive regimes like the Islamic Revolutionary Guard Corps (IRGC). Despite these measures coinciding with diplomatic engagements between Washington and Tehran—including a proposed ten-day truce via Qatar—Iran has not responded positively.
The sanctions entail freezing all assets under U.S jurisdiction linked to these entities or controlled by American individuals. Moreover, American businesses are prohibited from engaging in transactions with them unless they obtain specific OFAC authorization.
This development underscores the complex interplay between cryptocurrency innovations and geopolitical strategies while highlighting potential vulnerabilities within global financial systems when leveraged by state actors aiming to bypass traditional economic constraints.
