Pandl assesses that even if this bill does not pass, it will not immediately affect major blockchains or Bitcoin’s demand as a value store. However, the lack of clear guidelines could deter investments and business growth within U.S. borders.

Without comprehensive legislation like the CLARITY Act, some entrepreneurs might prefer jurisdictions with more favorable conditions for token issuance and digital asset management. Meanwhile, Senate leadership has initiated formal procedures on H.R. 3633—the first step toward floor action—though this isn’t yet a final vote.
For successful passage post-Senate recess in mid-September, at least 60 votes are necessary to proceed beyond debate cessation. This requires bipartisan support which remains uncertain given political calendar constraints.
