Progress and Prospects of the GENIUS Act in the U.S. Senate

The GENIUS Act, a crucial legislative proposal concerning stablecoins, could be approved by the U.S. Senate this week. According to Fox Business journalist Eleonore Terrett, who cites unnamed sources, efforts are ongoing to finalize amendments that might expedite the approval process before June 6, 2025.
As reported on June 2, the market capitalization of stablecoins has exceeded $250 billion for the first time. A substantial portion of this amount is attributed to dollar-backed stablecoins, underlining the importance of regulatory adjustments in the United States. The proposed legislation is officially titled “Guiding and Establishing National Innovation for U.S. Stablecoins” (GENIUS Act).

The Legislative Journey of GENIUS Act

The initiative was introduced by Senator Bill Hagerty in early February 2025 and underwent amendments in March to tighten requirements for stablecoin issuers. By mid-March, it had received committee-level approval.
Despite progress, the bill has faced criticism from Democrats who fear it could serve as a “shield” for a platform associated with former President Donald Trump’s World Liberty Financial and its stablecoin. Nevertheless, work on gaining bipartisan support continues.

Amendments and Key Provisions in Focus

Efforts are being made to secure bipartisan backing that would allow several amendments to be passed without extensive debate. These include new disclosure obligations for government officials holding stablecoins and prohibitions against issuers from China or other sanctioned jurisdictions.
Further reforms involve changes to banking secrecy laws and more stringent regulatory measures aimed at enhancing transparency within the crypto ecosystem.
Eleonore Terrett pointed out that if all parties support these initiatives, final approval of the GENIUS Act is possible by week’s end. However, procedural hurdles could delay this until June 9.
In light of these developments, CoinGecko data reveals that stablecoin capitalization now exceeds $250 billion—with $245.5 billion attributed to dollar-backed coins—reflecting pivotal regulatory shifts taking place in the U.S.

The Industry’s Response and Future Outlook

Paolo Ardoino, CEO of Tether—the issuer behind USDT—has commended the GENIUS Act but stated that their company does not plan to shift focus entirely towards the American market yet intends to release a separate compliant stablecoin tailored for it.
Overall, these legislative developments mark an important step forward for cryptocurrency regulation within one of its largest markets globally: The United States continues shaping how digital currencies evolve through strategic policy-making aimed at ensuring security while promoting innovation—a balance critical both economically domestically internationally alike today tomorrow beyond too!
