Romania Blacklists Polymarket for Unlicensed Gambling Bets

In a significant regulatory move, Romania’s National Gambling Office (ONJN) blacklisted Polymarket, a prominent prediction market platform. This action arose from concerns over unlicensed gambling activities, particularly concerning substantial betting volumes on local election outcomes. The ONJN classified these activities as counterparty betting, which requires a license under Romanian law.

The Regulatory Standpoint on Blockchain and Gambling

Vlad-Cristian Soare, President of ONJN, emphasized that the decision wasn’t influenced by blockchain technology itself but rather by existing legal frameworks. He stated that placing bets on future events with money—whether in traditional currency or cryptocurrency—constitutes gambling and must be licensed accordingly.
Soare also highlighted that blockchain technology should not be used as a cover for illegal betting practices. Despite being billed as an “event trading platform,” ONJN considers Polymarket’s model to fundamentally operate as a counterparty betting system. This distinction is crucial to prevent any loopholes in gambling and capital markets legislation.

The Concern Over Electoral Betting Markets

The ONJN expressed particular concern over the spike in interest surrounding bets on Romanian local elections. For instance, the market dedicated to Bucharest’s mayoral election attracted over $16 million in bets. Previously, similar electoral markets on Polymarket amassed hundreds of millions of dollars.
At the time of writing, Polymarket had not commented on this regulatory development.

A History of Regulatory Challenges

This isn’t Polymarket’s first brush with regulatory authorities. In 2022, the U.S. Commodity Futures Trading Commission (CFTC) fined the company and effectively barred its activities within the United States. However, Polymarket later navigated these restrictions by acquiring a licensed derivatives exchange, QCX, thereby resuming its operations in America.
As we reported earlier, Polymarket confirmed launching its POLY token alongside an accompanying airdrop—a move indicative of their strategic adaptations within the evolving crypto landscape.
This situation highlights ongoing challenges at the intersection of innovative financial technologies and existing regulatory frameworks worldwide. As cryptocurrency platforms continue to evolve and expand their offerings, maintaining compliance while fostering innovation remains essential for sustainable growth within this dynamic sector.
