Strategic Partnership for Bitcoin Implementation

In a groundbreaking move, Pakistan and El Salvador have joined forces by signing an agreement aimed at implementing a national Bitcoin strategy. This historic accord underscores the commitment of both nations to embrace cryptocurrency at the state level, marking a significant step forward in the global adoption of digital currencies.
President Nayib Bukele of El Salvador, renowned for his visionary leadership in cryptocurrency adoption, met with Bilal bin Saqib, Chairman of the Pakistan Council on Cryptocurrencies (PCC). Their meeting culminated in the signing of a Letter of Intent focused on fostering state-level acceptance of Bitcoin, enhancing financial inclusion through blockchain technology, and crafting crypto policies tailored for emerging economies.

A Visionary Leader from El Salvador

Bilal bin Saqib praised President Bukele as “a leader from the future” who embraced Bitcoin before it became mainstream. Bukele’s foresight has positioned El Salvador as a pioneering nation in digital transformation. Despite criticism from institutions like the International Monetary Fund (IMF), El Salvador continues to amass Bitcoin reserves. According to BitcoinTreasuries.NET, the country holds over 6,240 BTC, valued at approximately $740 million.

Pakistan’s Ambitious Crypto Agenda

Pakistan is actively expanding its presence in the digital economy amid an IMF lending program worth $7 billion set to continue until 2027. Earlier this year, PCC collaborated with the Ministry of Finance to allocate excess electricity towards Bitcoin mining and AI centers. However, these plans faced opposition from the IMF due to concerns over subsidized tariffs for energy-intensive industries.
In May 2025, Bilal bin Saqib revealed plans for a strategic Bitcoin reserve during The Bitcoin Conference. Concurrently, former Binance CEO Changpeng Zhao joined Pakistan’s crypto council. In June, Saqib and Pakistan’s Finance Minister Muhammad Aurangzeb held an online meeting with Strategy founder Michael Saylor, who expressed readiness to advise on managing Pakistan’s potential Bitcoin reserves.

Implications for Emerging Economies

This partnership between Pakistan and El Salvador could potentially serve as a blueprint for other countries seeking digital advancement despite limited resources. Emulating El Salvador’s model may enable nations with budding economies to swiftly integrate blockchain technologies and cryptocurrency into their financial systems. By leveraging these innovations now rather than later, emerging markets can gain significant advantages in global economic participation.
The collaborative efforts between these two countries highlight not only their strategic foresight but also underscore an evolving landscape where traditional financial frameworks are increasingly complemented by decentralized technologies like blockchain and cryptocurrencies.
