  • The Head of the National Bank of Ukraine (NBU), Andriy Pyshnyy, emphasized that cryptocurrencies cannot serve as a legal tender in Ukraine.
  • The newly approved cryptocurrency bill requires further refinement with input from international partners, including the IMF.
  • Pyshnyy highlighted the importance of NBU’s regulatory role and outlined essential measures to ensure a transparent crypto market.
  • Discussions with international partners are ongoing to shape the future framework for virtual assets in Ukraine.

Understanding NBU’s Stance on Cryptocurrency

In a recent meeting at EBA Global Outlook, Andriy Pyshnyy, the Head of the National Bank of Ukraine (NBU), emphasized clear boundaries regarding cryptocurrency usage, asserting that cryptocurrencies cannot be used as a payment method. This announcement comes amidst rising interest and legislative moves concerning virtual assets.

The Legislative Landscape: A Work in Progress

The Ukrainian Parliament recently supported an important yet imperfect bill concerning virtual assets. While this legislation marks a significant step forward, according to Pyshnyy, it still requires collaborative refinements with international partners like the International Monetary Fund (IMF). This partnership aims to establish a robust legal framework for defining the status of crypto-assets and regulating associated markets.

Navigating Regulatory Challenges

Andriy Pyshnyy clarified that while the NBU is committed to shaping effective cryptocurrency regulations, certain red lines must not be crossed. These include ensuring that cryptocurrencies do not become a medium for payments. Furthermore, he expressed readiness for cooperation with parliamentary committees and market participants to enhance legislative proposals.
The proposed bill also seeks to clearly define market regulators’ roles and responsibilities through legislation rather than government delegation. Establishing rules for exchanging virtual assets into fiat currency is another critical aspect needing attention.

Market Growth and International Dialogue

In just the first half of 2025 alone, companies dealing with virtual assets in Ukraine have seen transaction volumes reach approximately $7 billion. Such growth underscores the urgency for clear regulatory frameworks. The NBU continues dialogue with international partners to align efforts on developing these frameworks effectively.
This ongoing discussion includes potential new programs with organizations like the IMF. The existing three-year program remains vital for consolidating international support and maintaining robust monetary policies in Ukraine.
Pyshnyy reiterated, “It’s crucial that virtual assets do not become tools to circumvent NBU restrictions or fuel shadow sectors.”
As we anticipate further developments during subsequent readings of this legislation, understanding these dynamics can help stakeholders navigate this evolving landscape successfully.
