The Future of Cryptocurrency: Expansion on the Horizon

Danylo Hetmantsev, a prominent figure in Ukrainian politics, recently addressed the Incrypted Conference 2025, emphasizing that “the future lies with cryptocurrencies, and their number of owners will grow.” This bold statement reflects his commitment to advancing legislative efforts surrounding virtual assets in Ukraine. As he elaborated on the ongoing work to adapt Ukrainian legislation to meet European regulations, particularly the MiCA framework, it became clear that significant changes are anticipated by year’s end. Hetmantsev urged parliamentary support for this initiative, underscoring its importance for Ukraine’s international obligations.

Navigating Regulatory Challenges

One of the major hurdles facing Ukraine’s burgeoning crypto sector is determining which entity should act as its regulatory body. Currently, discussions are underway between three contenders: the National Bank of Ukraine (NBU), the National Securities and Stock Market Commission (NSSMC), and the Ministry of Digital Transformation. Hetmantsev praised NBU as a robust institutional regulator with substantial experience in both banking and non-banking sectors. However, he criticized NSSMC for lacking capability and foresight.
Despite these challenges, there is potential for shared regulation responsibilities between NBU and other governmental bodies. The final decision rests with Ukraine’s Cabinet of Ministers.

Taxation Reforms: Balancing Transparency and Revenue

The proposed tax reforms aim to foster transparency while ensuring state revenue during wartime. A standard income tax rate of 18% plus an additional military levy of 1.5% has been suggested. However, a transition period offering a reduced rate of 5% without expense verification requirements could incentivize compliance from crypto investors.
Hetmantsev acknowledged concerns about potential tax evasion due to high rates but emphasized that these measures would ultimately support military funding. By allowing flexibility yet maintaining accountability through investment profit taxation models, transparent operations can be sustained even amidst conflict.

Exploring National Crypto Reserves

Another intriguing prospect is establishing a national crypto reserve—a notion Hetmantsev finds promising yet currently underdeveloped by state authorities like NBU who would need spearheading such initiatives post-legislation enactment before moving forward effectively in this direction.
While acknowledging personal lack ownership over digital currencies himself; nonetheless appreciating their transformative potential—Hetmantsev advocates legalizing circulation alongside protecting investor rights within this space despite inherent risks posed by traditional market participants exploiting loopholes or regulators lacking expertise needed manage complexities involved here adequately so far.
In summary: As momentum builds toward integrating cryptos into mainstream finance globally—it remains crucial Ukrainian policymakers address pressing issues head-on through comprehensive strategies encompassing regulation taxation frameworks alike all aimed at fostering growth whilst safeguarding interests involved every step along way!
