Fictitious Deals, Cryptocurrencies, and FOPs: BEB Unveils a 18 Billion UAH Laundering Scheme
The Bureau of Economic Security of Ukraine (BEB) has uncovered a sophisticated tax evasion scheme utilizing what is known as a ‘conversion center’. This elaborate operation had been functioning since at least 2020, spanning multiple regions across Ukraine. The scale of this operation is staggering, involving nearly 500 companies and individual entrepreneurs (FOPs), with total transactions amounting to a potential 18 billion UAH. A portion of these funds was skillfully laundered using cryptocurrencies.
According to the investigation findings, this network operated not only in Kyiv but also extended its reach into several other Ukrainian regions. It was intricately connected with international financial channels within the European Union and the United Arab Emirates.
The Mechanism Behind the Scheme
At the heart of this operation was an organizer currently residing abroad. They crafted an infrastructure designed to fabricate fraudulent VAT tax credits by executing transactions without actual delivery of goods or services. The scheme comprised several methods:
- The creation and use of over 100 fictitious companies along with approximately 400 individual entrepreneurs (FOPs).
- The arrangement of ‘paper’ deals aimed at minimizing tax liabilities.
- The conversion of funds into cash or legitimization via further financial maneuvers.
In addition to domestic operations, more than 20 non-resident companies facilitated transferring assets overseas. Some assets were converted into cryptocurrencies to complicate tracing financial movements.
Evasion Tactics Employed
Investigations revealed that participants also provided services for legalizing goods of dubious origin. This included fuel materials assigned legitimate status through counterfeit documentation. Over 200 enterprises are reported to have utilized services from this ‘center’.
Law enforcement agencies carried out over 40 searches across different regions in Ukraine. These operations led to significant seizures including:
- Accounting documents and electronic devices.
- More than 30 mobile devices seized during raids.
- A collection of bank cards, seals, and handwritten notes.
- A substantial sum in cash — over five million UAH along with roughly $300,000 USD and €20,000 EUR.
- Five vehicles were also confiscated during these operations.
Criminal charges have been brought against the organizer and other participants based on various articles from Ukraine’s Criminal Code concerning criminal organization formation and tax evasion offenses.
Four individuals have been detained in connection with this case; three are under custody while authorities plan to issue an international warrant for one organizer.
Previously disclosed by BEB was another laundering activity involving five billion UAH funneled through cryptocurrencies.
