In a significant move reported by the Financial Times, the European Union (EU) is considering implementing a ban on all cryptocurrency transactions associated with Russia. This initiative marks a shift from targeting individual counterparties to a broader prohibition across the board. The decision stems from concerns about the inefficacy of blocking specific service providers within the EU, as these could lead to the emergence of new companies designed explicitly to evade such restrictions.

A Strategic Shift in Sanctions

According to insights shared in the Financial Times, previous measures involved sanctioning individual Russian exchanges like Garantex. However, experts noted that this resulted in alternative platforms like Grinex being launched by teams looking for ways around existing sanctions. To counteract this, the EU plans to prohibit any engagement with local crypto service providers outright.
This strategy aims at ensuring that no loopholes are left for bypassing sanctions. As stated in documents obtained by FT, “To ensure achieving the desired effect of sanctions, the EU prohibits cooperation with any cryptoasset service providers or use of platforms allowing transfers and exchanges created in Russia.”

Challenges and Considerations

Introducing new restrictions requires unanimous support among EU member countries. However, representatives from three nations have expressed doubts regarding these proposed measures’ effectiveness and necessity. Initial expectations were for these sanctions to be finalized by February 2026.
Additionally, alongside these crypto-related strategies, there’s also mention of introducing certain sanctions against Kyrgyzstan due to allegations of exporting banned goods such as machinery and electronics into Russia.

On February 6th, another layer was added when the European Commission presented its twentieth package of sanctions against Russia. This included banning sea transportation of oil and limiting tanker purchases by Russian entities.
