Bybit Secures First VAPO License in UAE: A Game-Changer for Crypto

In an unprecedented move, Bybit has become the first cryptocurrency exchange to receive a full Virtual Asset Platform Operator (VAPO) license from the Securities and Commodities Authority (SCA) of the United Arab Emirates (UAE). This landmark achievement underscores Bybit’s commitment to adhering to regulatory standards while enhancing its service offerings. As such, it marks a significant step towards establishing the UAE as a leading global center for digital assets.

A Milestone in Crypto Regulation

This licensing allows Bybit to legally offer its comprehensive suite of global products and services within the UAE, aligning with local laws. According to their press release, this development reflects Bybit’s dedication to maintaining high levels of security, operational transparency, and compliance with UAE standards. Notably, Bybit had already secured preliminary approval from SCA earlier this year in February 2025. With assistance from Blockchain Centre Abu Dhabi, they successfully navigated the complex regulatory process.

Strengthening Trust Through Transparency

Ben Zhou, co-founder and CEO of Bybit, emphasized that obtaining this full VAPO license is testament to their unwavering commitment to trustworthiness and transparency. He remarked that “the UAE has emerged as a world leader in digital asset regulation,” highlighting how this recognition showcases their robust security standards and corporate governance.
Co-CEO Helen Liu expressed gratitude towards the regulator by noting that “SCA has established a clear and balanced regulatory framework,” which gives exchanges like Bybit confidence to operate transparently.

Strategic Expansion Plans

The new authorization forms part of Bybit’s ongoing series of regulatory achievements throughout 2025. Earlier this year, they received a MiCA license in Europe and resumed full-scale operations in India by September.
Zhou further explained that “regulation serves as the foundation for sustainable development” within their global roadmap—from Europe through MiCA regulations extending now into India—and ultimately leading them here into expanding further throughout Abu Dhabi under new licensure provisions granted by SCA.
