John Steele, Global Head of Product and Platforms at BlackRock’s Cash Management division, highlighted that this restructuring is designed to align with the new GENIUS law signed by former President Trump in July 2025. This legislative framework provides a clear regulatory environment for stablecoins, offering robust opportunities for issuers.

Strategic Alignment with Stablecoin Issuers

BlackRock’s transformation of BSTBL underscores its ambition to become a premier asset manager for stablecoin issuers. The company already collaborates with Circle, managing a significant portion of Circle’s reserves through the Circle Reserve Fund (USDXX). By altering BSTBL’s structure, BlackRock aims to extend similar advantages—such as liquidity management and regulatory compliance—to other potential stablecoin partners.
One unique feature of BSTBL is its extended trading hours from 2:30 PM to 5:00 PM EST. This extension facilitates easier access for stablecoin issuers needing flexible withdrawal options.
