Singapore to Halt Unlicensed Crypto Services from June 30

In a significant move towards regulating the cryptocurrency sector, Singapore has declared that all crypto services without a license must cease operations by June 30, 2025. This decision stems from the amendments approved by the country’s Parliament under the Financial Services and Markets Act. Notably, this mandate affects Digital Token Service Providers (DTSP) operating within or from Singapore.

The New Licensing Paradigm

The Monetary Authority of Singapore (MAS) has outlined comprehensive guidelines for DTSPs. These include major exchanges, DeFi platforms, independent developers, influencers, and project leaders. The definition of a “place of business” in Singapore is broad; it encompasses any location where services are rendered—including mobile stands and coworking spaces.

Remote Work: A Gray Area

While home-based remote work does not require a license if the employer is registered abroad, MAS warns that operating out of coworking or partner offices could lead to violations. This nuanced stance demands careful consideration from crypto firms regarding their operational setups.

Exemptions and Implications

The new regulations prohibit any digital token activities within Singapore without appropriate licensing. Exceptions exist primarily for home-based remote work but remain fraught with ambiguities. Founders, sales personnel in partner offices, or directors hosting meetings are now subject to these regulations.

The Current Licensing Landscape

As it stands, only a select few—33 companies—have obtained licenses under these stringent conditions. Among them are industry giants like Coinbase and Circle. This exclusivity underscores the rigorous nature of compliance expected by MAS.
Singapore’s proactive regulatory approach marks it as a leader in crypto adoption since achieving this status back in 2024. By enforcing these measures without a transition period, MAS aims to establish a robust framework fostering transparency and security within its flourishing digital asset ecosystem.
