Europol Unveils Financial Network Worth Over $23 Million with Clients in China and the Middle East

In a significant stride towards combating financial crime, Europol has successfully taken down an underground banking network involved in laundering over €21 million ($23 million). This illicit operation utilized cryptocurrencies alongside an informal money transfer system known as “hawala”. The crackdown resulted in the arrest of 17 individuals in Spain, Austria, and Belgium.

The Operation’s Scope and Seizures

During this extensive operation supported by Europol, authorities seized assets amounting to more than $3.5 million. These included approximately $229,600 in cash, $204,960 worth of cryptocurrency, 18 luxury vehicles valued at over $232,000, 10 properties exceeding $2.8 million in value, premium cigars worth around $701,000, and luxury handbags estimated at $259,000.

A Complex Criminal Network

The report highlighted that this criminal network provided parallel banking services such as illegal hawala-type systems for cash collection and courier money transfers. It was discovered that the network operated through two main factions: Chinese nationals managed cash collections in Spain while Arab nationals handled international money transfers.

Integration of Cryptocurrency into Traditional Systems

Remarkably, the scheme modernized its operations by integrating cryptocurrencies into the conventional hawala system—a non-formal financial network enabling fund transfers without actual movement of money. As explained by IMF Senior Economist Mohamed El-Qorchi, “Hawala is an Arabic term meaning ‘transfer’ or ‘remittance’. The system allows money transfers without traces in traditional banks.”
Transfers were executed through intermediaries known as “hawaladars,” who entrusted funds between countries without physical money movement. Predominantly serving clients from the Middle East and mainland China.

Tightening Regulations on Crypto Transactions

This revelation comes amid heightened scrutiny from the European Union regarding cryptocurrency regulations aimed at preventing such illicit activities. Ireland’s Finance Minister Paschal Donohoe stated that the EU is considering data storage on senders and receivers of funds which might extend to crypto asset providers.
