Despite initial plans by Committee Chair Tim Scott to advance this bill in Congress by late September 2025, partisan hurdles have delayed voting until mid-October. Republican members are notably more inclined toward supporting the CLARITY Act instead.

Senator Lummis referenced an alarming report from Cheyenne police detailing over 50 instances of crypto ATM-related scams targeting primarily elderly individuals. These scams have collectively resulted in losses exceeding $645,000. The modus operandi often involves using ATMs to obscure financial trails, thereby jeopardizing retirees’ savings.
Due to such concerns, some jurisdictions like Spokane, Washington have outright banned crypto ATMs. According to Coin ATM Radar data, there are over 30,000 such machines across the U.S., with 11 located specifically in Cheyenne.
