Binance to Launch Local Crypto Exchange in Ukraine Post-Law Approval

The global cryptocurrency exchange Binance is set to officially launch a local platform in Ukraine upon the enactment of the Virtual Assets Law. Establishing a Local Presence
Following the full implementation of crypto asset regulations, Binance intends to create a local legal entity. Currently, the Ukrainian parliament has passed the relevant bill in its first reading. The exchange representative anticipates that by the end of this year, parliament will back the document in a second reading while pertinent bodies prepare necessary bylaws.
New Services and Opportunities
Once operational, the local exchange will provide users access to hryvnia accounts and cards, both domestic and international payments, as well as investment tools including precious metals and traditional company stocks. Khomyakov emphasized these offerings.
However, Binance does not plan on acquiring a banking license in Ukraine. The company will not offer loans or deposit services.
A Comprehensive Financial Solution
“We aim to offer all necessary financial tools related to blockchain within one application,” stated Khomyakov. This includes trading, futures, DeFi (Decentralized Finance), stablecoins, and cross-border payments.
Additionally, Binance is considering integrating internal government bonds (OVGZ) if regulatory conditions and market infrastructure permit.
Ambitious User Growth Plans
Over the next 24 months, Binance plans to draw up to 10 million users in Ukraine. Khomyakov explained this target aligns with approximately how many Ukrainians shop online.
In January 2026, Danil Hetmantsev — head of the Verkhovna Rada Committee on Finance — announced preparations for a bill regulating virtual assets for its second reading. He also stated that Ukrainians should declare income from crypto-assets even without specific market regulation laws.
During its first reading on September 3rd, 2025, Verkhovna Rada supported the crypto-assets bill with 246 parliamentary votes.
This development marks a significant advancement for cryptocurrency integration within national economies like Ukraine’s. As more countries adopt comprehensive regulations around digital assets such as Bitcoin or Ethereum — fostering transparency — investors can anticipate enhanced security across platforms globally while enjoying broader service offerings locally where they reside.
