The agreement outlines that Hayden Davis would provide advisory services on blockchain without financial compensation. The contract also emphasized stringent confidentiality obligations for Davis.
Davis’s responsibilities included advising on smart contracts and their application in public administration. Additionally, his services encompassed blockchain education programs, support for tech startups, and utilizing Web3 technologies for document storage. Shortly after signing the agreement, President Milei publicly shared a photo with Davis on social media platforms.

Financial Transactions Under Scrutiny

A significant focus of this revelation is on financial transactions associated with Hayden Davis. The Secretariat for Investigating Financial Crimes and Asset Recovery (SIFRAI) reported substantial fund transfers from wallets linked to Davis right after signing the agreement. On that day alone, over $1 million USDC was transferred in two separate amounts of $507,000 each.
The funds were allegedly received by Orlando Rodolfo Mellino and subsequently redirected to other addresses. It is speculated that Mellino may have acted as an intermediary facilitating cryptocurrency conversion into fiat currency.

Continued Financial Movements Pre-Launch

As the launch date of February 14, 2025 approached for Libra tokens, further fund movements were noted involving other wallets associated with crypto promoter Camilo Rodriguez Blanco. These transactions totaled approximately $5.7 million.
According to Clarín’s report, lobbyists Mauricio Novelli and Manuel Terrones Godoy were present during the agreement signing between Milei and Davis. They allegedly acted as intermediaries facilitating this high-profile collaboration.
Moreover, Judge Marcelo Martinez de Giorgi has approved a motion to freeze assets related to Hayden Davis amid ongoing investigations concerning the Libra meme coin case in Argentina.
