October 2025 was anticipated as a crucial period for crypto-ETF approvals; however, unforeseen administrative halts postponed decisions on these financial products. Now, industry insiders foresee November as the new October, thanks to procedural mechanisms enabling ETF launches without active SEC endorsement. This proactive approach recently led to four new funds hitting the market: two from Canary Capital, one from Bitwise, and one from Grayscale.

A Surge in Crypto-ETF Activity

On October 28, three spot crypto funds debuted—based on Solana (BSOL), Litecoin (LTCC), and Hedera (HBR)—amassing nearly $68 million in trading volume on their first day. Bloomberg Intelligence analyst Eric Balchunas noted that BSOL marked the most successful debut of 2025.

The Silent Approval Advantage

With issuers submitting updated S-1 forms labeled “without delay amendment,” these registrations automatically take effect after 20 days if the SEC does not intervene. This silent approval process allowed new funds to commence even amid governmental inactivity.
Fidelity has submitted an updated application for a spot Solana-ETF, while Canary Capital filed for an XRP-ETF. If regulatory bodies remain inactive, an XRP-based fund could emerge by November 13.

Varied Readiness Among Applications

Not all filings are equally prepared for immediate launch. As Bloomberg Intelligence analyst James Seyffart explains, some projects lack any feedback from the SEC regarding their S-1 prospectuses—a necessary step before they can proceed.
While several funds might launch next month regardless of government status, others await further action before moving forward.
This procedural shift marks a new chapter in the long-standing effort to introduce spot crypto-funds in the U.S., allowing issuers to progress despite regulatory standstills.
Experts at Grayscale predict that spot Solana ETFs could accumulate over 5% of total asset supply despite increasing market competition.
Additionally, Balchunas anticipates over 200 ETF applications by year-end 2026—highlighting growing interest and innovation in this sector.
