Gramegna’s remarks highlight Europe’s strategic shift towards reducing its reliance on dollar-backed digital assets. Currently, these assets dominate global markets following regulatory advancements in the United States. According to him, “Europe should not depend on US dollar-denominated stablecoins that currently dominate markets.” The emphasis is clear: Europe must embrace financial innovations through local issuances of euro-pegged stablecoins.

Financial Innovation and Competitiveness

Supporting Gramegna’s stance, Paschal Donohoe, President of the Eurogroup, also recognizes the necessity for financial innovation while noting that a centralized digital currency—such as a Central Bank Digital Currency (CBDC) or digital euro—could further bolster commerce within Europe. The European Central Bank (ECB) first introduced plans for a digital euro in January 2023.

A Response to Regulatory Changes

The rapid growth of dollar-denominated stablecoins was largely triggered by the US GENIUS regulatory framework enacted in 2025. In response, European officials now see issuing euro-based stablecoins as crucial to maintaining market competitiveness and sovereignty over their financial systems.

Challenges and Future Outlook

While strategic intentions are clear, challenges remain. ECB Executive Board member Fabio Panetta noted that legislative hurdles could delay the rollout of a digital euro until at least 2029. Despite this timeline, there is momentum among major European banks planning a compliant euro-pegged stablecoin launch by late 2026 under MiCA regulations.
