France Urges EU to Assign Crypto Oversight to ESMA

Unified Oversight: A Call from the Bank of France

The Bank of France has issued a strong recommendation for the European Union to transfer oversight responsibilities of major cryptocurrency firms to the European Securities and Markets Authority (ESMA). This move aims to ensure consistent application of standards across the EU. François Villeroy de Galhau, President of the Bank of France, emphasizes this necessity to avoid disparities in regulatory practices within the bloc.

Strengthening EU’s Digital Asset Framework

Currently, under the Market in Crypto-Assets (MiCA) framework, crypto companies can gain a license in one member state and operate throughout the EU. Villeroy points out that this system poses risks related to uneven supervision and regulatory arbitrage. He advocates enhancing this key digital asset framework to prevent such issues.

Tackling Stablecoin Issuance Concerns

Simultaneously, a significant discussion is emerging around stablecoin issuance. The European Central Bank (ECB) seeks support from member states for banning simultaneous issuance inside and outside the bloc. This potential policy shift could impact companies like Circle Internet Group Inc., which manages tokens across various jurisdictions.
According to Villeroy, stricter regulations are needed for multi-issuance of stablecoins both within and beyond EU borders. This approach aims at reducing arbitrage risks during market stress periods.

Industry Response: A Push for Clarity

In response, industry associations have urged the European Commission to clearly define its stance on multi-issuance stablecoins. Organizations such as Blockchain For Europe and Electronic Money Association highlight potential competitiveness loss if Europe revises its established principles regarding global stablecoins.
As ESMA prepares to become an official regulator for the EU crypto market, this evolving landscape presents both challenges and opportunities. Meanwhile, France hints at potentially blocking certain crypto firms licensed via MiCAR from other jurisdictions.
The ongoing dialogue underscores a critical moment for regulatory clarity in Europe’s growing cryptocurrency sector—one that demands careful consideration from stakeholders at every level.
