North Dakota Launches Roughrider Coin — The Second State-Backed Token in the U.S.

In an exciting development for the world of cryptocurrency, North Dakota has announced its plans to release a state-backed stablecoin known as Roughrider Coin (RRST). This initiative positions North Dakota as the second U.S. state to issue its own stablecoin, following Wyoming’s recent launch of Frontier Stable Token. The Bank of North Dakota, in partnership with fintech company Fiserv Inc., aims to utilize this digital asset primarily for facilitating banking transactions among financial institutions in the state.

Technological Backbone and Initial Applications

Roughrider Coin will operate on a robust technological framework provided by Paxos Trust Co and Circle Internet Group Inc., both renowned issuers of digital assets. Fully backed by U.S. dollars, RRST will initially focus on interbank transfers within local banks and credit unions. This includes loan disbursements, short-term lending, and financing construction projects.
The bank’s CEO, Don Morgan, emphasized their commitment to leading in the banking and fintech sectors by adapting to emerging trends: “We see how this technology influences the industry and will continue to do so.”

A Strategic Move Towards Financial Innovation

Governor Kelly Armstrong expressed support for this initiative, highlighting North Dakota’s ambition to be at the forefront of financial innovation: “As one of the first states issuing its own stablecoin backed by real money, North Dakota steps forward in creating a secure and efficient financial ecosystem for our citizens.”
The choice of naming—Roughrider Coin—is not arbitrary. It nods to Theodore Roosevelt’s connection with North Dakota through his farming and conservation efforts during the 1880s.

Future Prospects and Market Implications

Initially restricted to intrastate banking operations, there are future possibilities for expanding Roughrider Coin’s utility towards consumer-facing applications. Unlike Wyoming’s Frontier Stable Token aimed at consumer payments from inception, RRST’s focus remains institutional in its early stages.
This move aligns with regulatory shifts following July 2025’s federal law governing stablecoins. Meanwhile, major payment giants like Stripe, PayPal, Visa, and Mastercard are actively integrating digital assets into their services amidst this regulatory backdrop.
Fiserv COO Takis Georgakopoulos commented on these advancements: “It’s hard to imagine this disappearing given favorable regulatory conditions and interest from major fintech companies.” However, he also pointed out existing challenges such as establishing consumer protection systems akin to those provided by Visa or Mastercard.
With stablecoins’ market capitalization surpassing $300 billion recently—a historical milestone—the momentum behind such initiatives is undeniable. As more states explore similar paths alongside corporate investments into digital currencies’ infrastructure development projects globally; we can expect continued evolution within both national economics policies surrounding cryptocurrency adoption rates worldwide!
