Taiwan’s Regulator Opens Access to Cryptocurrency ETFs for Investors

Taiwan’s Financial Supervisory Commission (FSC) has officially approved the trading of foreign cryptocurrency Exchange-Traded Funds (ETFs) for professional investors through local brokers. The initiative, announced on September 30, is designed to broaden the range of financial products available and open new investment channels for professional investors, ultimately aiming to boost the competitiveness of Taiwan’s financial market.

Exclusive Access for Qualified Investors

According to the press release, access to these foreign ETFs is granted exclusively to institutional investors, companies with significant equity capital, and traders who qualify as professional investors. The FSC highlighted the complex nature of virtual assets and the high volatility of cryptocurrencies as reasons for this selective access.

Ensuring Investor Competence

Local companies are now required to assess whether clients possess the necessary knowledge and experience in investments related to virtual assets and associated products before allowing them to trade in these ETFs. This measure is part of the FSC’s strategy to mitigate potential risks and ensure that only well-informed and experienced investors participate in this market.

Ongoing Market Monitoring

The FSC has committed to continuous monitoring of the virtual asset market, emphasizing risk management and compliance with regulatory requirements. Taiwan has maintained a conservative stance towards digital assets, citing risks such as fraud and volatility. Previously, the FSC had issued warnings and implemented strict anti-money laundering measures. By opening up access to cryptocurrency ETFs for professional investors, the Commission aims to find a balance between the inherent risks and the adoption of digital assets within the country.

Future Regulatory Measures

In line with its cautious approach, Taiwan’s authorities proposed criminal penalties in May 2024 for cryptocurrency companies that fail to comply with operational rules. Additionally, there have been instances of legal repercussions for inappropriate use of cryptocurrencies, such as a local resident receiving a suspended sentence for political betting on Polymarket using cryptocurrencies.
