Europol: Bitcoin Remains Top Choice for Cybercriminals

The latest Europol report highlights Bitcoin as the primary digital asset for cybercriminals, revealing new trends in illegal activities and the challenges faced by law enforcement in the crypto space.

  • Europol’s latest IOCTA report underscores Bitcoin’s dominance in cybercrime.
  • Stablecoins like USDT on the TRON network are increasingly used for illicit activities due to low fees and wide adoption.
  • Privacy-focused cryptocurrencies such as Monero are gaining popularity among criminals for obfuscating transactions.
  • End-to-end encryption and decentralized technologies pose significant challenges for law enforcement.

Bitcoin’s Pivotal Role in Cybercrime

Europol’s new edition of the “Internet Organized Crime Threat Assessment (IOCTA)” report highlights that Bitcoin remains the preferred asset for cybercriminals. The report emphasizes that the launch of Bitcoin-based exchange-traded funds (ETFs) has provided fraudsters with new tools for manipulation.
Europol analysts presented the tenth edition of the report, detailing the latest trends in illegal operations involving digital assets and the challenges faced by law enforcement. According to the report, most illicit schemes involving cryptocurrencies are linked to various types of fraud and money laundering. The increasing media attention and growth of the crypto market have led to a rise in investment scams, with digital assets being the most mentioned product in these frauds.

Stablecoins and Market Volatility

The report highlights a significant increase in incidents involving the stablecoin USDT on the TRON network. Analysts attribute this to the low transaction fees and widespread adoption of the asset. Additionally, criminals are shifting to stablecoins to mitigate market volatility, converting their funds to avoid the risks associated with price fluctuations.
The agency also notes the growing use of various altcoins by criminals. Moreover, there’s an increasing trend of using underground banks and cryptocurrency debit cards for money laundering, enabling quick conversion of digital assets to cash.

Bitcoin’s Continued Dominance

Europol’s analysis reveals that Bitcoin remains the most sought-after asset among fraudsters. Ransomware groups frequently use Bitcoin to receive ransom payments. Additionally, organizers of various investment scams also prefer Bitcoin due to its global popularity and relative accessibility. The report points out that it is easier for criminals to convince potential victims to invest in projects allegedly linked to Bitcoin.
There are concerns that the approval of spot Bitcoin ETFs has provided criminals with new tools for manipulation. The launch of these funds has allowed more inexperienced individuals to access crypto assets, creating a fertile ground for new scams. Furthermore, active trading in the spot Bitcoin ETF segment has led to a significant concentration of assets in a few crypto wallets, which could become targets for hacking attacks.

Monero: The Rising Star

Monero (XMR), a privacy-focused cryptocurrency, is emerging as a significant competitor to Bitcoin in the criminal sphere. Europol notes that hackers frequently exchange other assets for Monero to obscure transaction trails. The report mentions an increase in services for exchanging cryptocurrencies, including mixers, unlicensed exchanges, and gambling resources, where Monero conversion is in high demand.
In January 2024, a joint operation between Ukrainian police and Europol led to the arrest of a 29-year-old resident of Mykolaiv accused of hacking servers of an American company for mining purposes. The hacker allegedly mined $2 million worth of cryptocurrency, converting the proceeds into Monero, Ethereum, and Toncoin.

Challenges with Privacy Laws

Europol expressed dissatisfaction with European privacy laws, which hinder law enforcement work. The report highlights that end-to-end encrypted communication platforms are increasingly used by criminals, creating challenges for law enforcement agencies in accessing criminal messages.
The report also addresses the development of Web3 technologies, suggesting that the focus on decentralization will lead to communication channels beyond the control of governments and private companies. Blockchain projects and P2P networks, often user-managed, are becoming suitable tools for criminals, simplifying transactions and keeping hackers out of authorities’ sight.
In April 2024, the European Parliament approved the Anti-Money Laundering Regulation (AMLR), which introduces measures to reduce risks, including blockchain analytics and data collection on crypto assets. Additionally, the EU is implementing a complete ban on anonymous payments through custodial wallets or transactions using privacy coins. Crypto mixers and other privacy-enhancing services will also be outlawed.
The increasing complexity and sophistication of cybercrime involving cryptocurrencies highlight the urgent need for robust regulatory measures and enhanced law enforcement capabilities to combat these evolving threats in the digital landscape.
