The U.S. Justice Department is reviewing whether Binance complied with its $4.3 billion agreement with U.S. authorities, signed in 2023, amid an investigation into a possible breach of sanctions against Iran. A finding that Binance failed to meet its obligations could expose the exchange to renewed criminal prosecution and additional multibillion-dollar penalties.

Crypto markets declined during the week of Oct. 12-18, 2026, with bitcoin falling to $81,033 before partially recovering, while inflation data and exchange-traded fund outflows added pressure.

Bitcoin and the broader market

Bitcoin’s initial decline on Oct. 13 pushed daily liquidations above $820 million, mostly from long positions. The cryptocurrency later fell below $82,000 after annual U.S. inflation accelerated to 3.7% from 3.4% in August, contributing to more than $977 million in daily liquidations. Bitcoin traded at $82,043 at the time of writing.

TradingView data for Binance’s BTC/USDT market showed the weekly decline. Ethereum and most altcoins followed a similar pattern, with notable drawdowns on Oct. 13 and Oct. 14-15. TradingView data for Binance’s ETH/USDT market showed Ether ending the period slightly lower.

CryptoQuant analysts said bitcoin showed signs of forming a local bottom, although confirmation would require renewed demand and steady ETF inflows. Willy Woo said the long-term market structure remained bullish despite consolidation, while analyst Darkfost warned that selling pressure could increase after bitcoin recovered above $85,000.

Market maker Wintermute cited ETF outflows and expectations of tighter Federal Reserve policy as factors worsening market conditions. Spot bitcoin ETFs recorded $679 million in outflows, while Ethereum-based funds lost $542 million. Analysts said a sustainable recovery would require lower U.S. bond yields and renewed net ETF inflows.

A bitcoin holder moved 4,582 BTC, worth about $377.6 million, to five addresses after six years of inactivity. The coins had reached the original wallet in March 2020, when they were worth about $40.8 million. At publication, the funds remained at the recipient addresses and there were no recorded signs of a sale.

London’s High Court ruled that claims by victims of an investment fraud in China to 61,000 confiscated BTC, worth about $5 billion, must be considered under Chinese law. The decision could complicate asset recovery and increase the likelihood that the cryptocurrency remains under U.K. control. The bitcoins’ ultimate owner has not been determined, and representatives of the victims intend to appeal.

Strategy co-founder Michael Saylor said the company may buy or sell bitcoin according to shareholders’ interests and described the negative response to its first sales as excessive. He said bitcoin was at the start of a bull market, forecast annual growth of 20% to 30% over the next 20 years and said competition with artificial intelligence for capital could ultimately favor bitcoin.

Coinbase proposed gradually adopting quantum-resistant signatures for bitcoin, upgrading infrastructure and preserving compatibility with existing wallets. The exchange gave particular attention to legacy addresses whose owners may not migrate before potential quantum-computing threats emerge. Economist Saifedean Ammous separately argued that bitcoin’s fixed supply provides monetary predictability and that greater market capitalization and liquidity should reduce volatility over time.

Ethereum, stablecoins and other networks

Santiment said social-media comments about Ethereum were predominantly bullish, with 2.05 bullish comments for each bearish one. The comparable ratios were 0.82 for bitcoin and 0.92 for XRP, indicating negative sentiment. The bank is also developing wallet infrastructure and testing blockchain technology.

Santiment reported that large holders accumulated STRK after the Starknet token rose about 330% in four weeks. The network added a record 1,166 wallets in one day, while the 10 largest addresses held about 7.09 billion STRK, their highest combined balance since April. StarkWare CEO Eli Ben-Sasson also suggested considering a move by Starknet to a layer-1 network as part of preparations for quantum threats.

Global Macro Investor founder Raoul Pal said most blockchains would not survive competition and economic activity would concentrate in a small number of networks. He identified capital retention, durable user activity, stablecoin-supply growth and developer inflows as key measures, and named Ethereum, Solana and Sui among the layer-1 networks with the most resilient economies.

Bima launched crypto-collateralized loans on Ethereum, Base and BNB Chain, allowing users to borrow as much as 50% of collateral value without recurring interest payments. The system uses a collar-options strategy that limits borrowers’ potential gains from collateral appreciation. One-month and one-year loans remain subject to fees and repayment requirements.

Regulation and enforcement

An Nxum representative denied that Hines knew about the Tether business relationship or received money from it while serving at the White House.

Hyperliquid founder Jeff Yan proposed assigning regulatory obligations to companies operating blockchain-based trading services rather than to the network itself. He said that model could allow traditional financial institutions to use Hyperliquid as infrastructure.
