Binance, Kazakhstan’s Government Agencies Sign Three Agreements to Explore Stablecoin Launch

Crypto exchange Binance has signed three cooperation memorandums with Kazakhstan’s Ministry of Artificial Intelligence and Digital Development, National Bank and Astana International Financial Centre, Binance representatives told Incrypted. The agreements cover digital assets, payment infrastructure, stablecoins, international investment and the potential placement of some Binance regional operations and infrastructure in Kazakhstan.

The memorandums establish separate areas of cooperation with each institution as Kazakhstan continues to introduce laws and regulations covering digital assets and mining.

Potential stablecoin and payment infrastructure

Under the memorandum with the Ministry of Artificial Intelligence and Digital Development, Binance’s Kazakhstan unit will explore the possibility of issuing a stablecoin in the country.

The parties will also work on infrastructure for payments using digital assets, improvements to tax and judicial approaches, and the creation of new crypto products and services. A separate area of cooperation will focus on digital and computing infrastructure.

The agreement with the National Bank of Kazakhstan covers the development of payment and digital financial infrastructure. Binance and the central bank will also explore the possibility of developing Kazakhstan into a regional payments and financial-technology hub.

That work includes the potential placement in Kazakhstan of some of Binance’s regional operations, functions and infrastructure. The company and the National Bank have developed a roadmap for joint work on payment infrastructure, licensing and the launch of new payment products.

Investment cooperation

Binance signed its third memorandum with the Astana International Financial Centre. The agreement covers cooperation under Kazakhstan’s investment tax residency program and the expansion of opportunities to use digital assets within the country’s investment infrastructure.

Kazakhstan’s digital-asset framework

In early 2026, President Kassym-Jomart Tokayev signed a new law addressing banks and the regulation of digital assets. By spring, Kazakhstan’s authorities had announced plans to allocate as much as $700 million from the National Fund and the country’s gold and foreign-exchange reserves to crypto assets and derivatives.

The government also approved strategic digital-mining rules that took effect on Aug. 1, 2026. The rules define the status of strategic miners, establish a permitting process and require them to contribute a portion of mined cryptocurrency to the National Strategic Crypto Reserve.
