European Banks Launch Blockchain Initiative RL1

In a significant move towards shaping the future of financial transactions, ten prominent European banks have come together to launch an innovative blockchain initiative known as Regulated Layer One (RL1). This initiative aims to establish a compliant and neutral blockchain network specifically tailored for institutional operations involving digital assets. The project’s foundational goal is to address fragmentation in regulated financial sectors and build a pan-European Digital Ledger Technology (DLT) infrastructure.

Key Players and Structure

The RL1 project has been established as a European Cooperative Society (SCE), incorporating major financial entities such as ABN AMRO, Cecabank, Chartered Investment, Crédit Mutuel Alliance Fédérale, DekaBank, DZ BANK, LBBW, Natixis CIB, SC Ventures, and Seturion. Henning Vollber has been appointed as the head of this cooperative, bringing his expertise from leading SWIAT. The network remains open to new participants, with ongoing discussions with organizations like NatWest.

SWIAT: The Foundation of RL1

The backbone of the RL1 initiative lies in the SWIAT blockchain technology. SWIAT continues to provide software and services essential for RL1’s functionality. Over the past three years since its launch, SWIAT’s network has successfully processed transactions worth 700 million euros. This robust infrastructure empowers RL1 by offering solutions like tokenizing securities and facilitating other advanced use cases.

A Response to Growing Demand

The inception of RL1 comes in response to increasing demand within the EU for scalable solutions that transition real-world asset projects from pilot phases to comprehensive local market infrastructures. Projects such as Pontes and Appia exemplify this trend. Moreover, experts from Standard Chartered anticipate that capitalizations within DeFi and RWA (Real World Asset) sectors could soar to $2 trillion.

Implications for the Crypto Market

As more institutions look towards regulated and reliable platforms for digital assets, initiatives like RL1 signify a pivotal shift in how decentralized technologies can integrate with traditional finance systems. By fostering collaboration among Europe’s leading banks and utilizing proven technology like SWIAT’s blockchain infrastructure, this project sets the stage for more unified financial services across Europe.
This groundbreaking development promises not only enhanced efficiency but also increased trust in digital transactions within institutional frameworks. As such initiatives gain momentum, they pave the way for broader adoption of blockchain technologies across various sectors within Europe and beyond.
